It looks like a problem with TCP connectivity. I don't think there's
something wrong with TightVNC in your case.

There should be no such delays in any configuration, provided that the
connection is good enough.
As for the server's configuration options, there is context help
available in the configuration dialog (via the F1 key or the button with
question sign in the window caption).
