The GPLv3 covers more corner cases, e.g. license globalization, patent
law, etc. The general licensing scheme will stay the same for gnubiff as
a normal desktop program. Also, the protocol interactions shouldn't be
affected here.
However, since the FSF could legally relicense Gnubiff themselves, there
is not much difference to the current state...
