That depends on your goals. I presume that by "new version of
asdf-install" you mean the portable version of asdf-install. It's not
really a case of a "new" versus "old" version, but rather two
different programs that unfortunately have the same name.
It's rather unlikely that the whole portable asdf-install will ever be
included with sbcl. So if your intent is to get the functionality you
need included in sbcl's asdf-install, adding just that functionality
is probably the way to. IF you just want to use the functionality, you
can of course just install portable asdf-install and use it rather
than sbcl's version.
