So, how about using killall?
As it is sure the other dhcpd is not running, I think
we can use killall.

- /etc/init.d/dhcpd stop &>$LTPTMP/tst_dhcpd.err || RC=$?
+ killall dhcpd &>$LTPTMP/tst_dhcpd.err || RC=$?
if [ $RC -ne 0 ]
