Merci beaucoup!  I renamed it quickstart-fr.txt (see below) and added a 
config file (docutils.conf) to set the language code.

The docutils-update script (run as an hourly cron job, 
sandbox/davidg/infrastructure/docutils-update) will process any .txt 
file which is newer than the corresponding .html file in the project's 
web directory on SourceForge (/home/groups/d/do/docutils/htdocs/).  So 
just SSH to SourceForge and ``touch filename.html ; sleep 1 ; touch 
filename.txt``; the script will take care of the rest within an hour.

Until we determine a permanent place to keep it, here's the URL:

but how to put the file on the web when i commit it in the cvs ?

Just check in the .txt file to CVS.  The hourly cron job will publish
any updated .txt file with a corresponding .html file:
