i currently save the title, author and comment. Maybe someone likes to
use the same title, author or comment string for several projects. Does
it hurt to keep the templates? I would like to keep it.

why do we have to put these fields in all docks? It shows the creation
and last changed time of the whole project. I think its good to have an
overview of all properties of a project in this dock.

the project notes can be used for general information or scripts, so i
would also leave it. Should it be synchronized with the comments field?

ok. That could be done.
Do we need "last modified" for all objects or just for the whole
project? If only for the whole project, we could leave it like it is (in
the project dock). Otherwise the project "last changed" should be
updated anytime a component is changed.

Yes. I can do it.
