Using the recent full download of 5.8.0
Loaded just the SRD data set and the Relics & Rituals dataset.
I just loaded created a cleric at level 1, and tried to grant him the
Ritual Casting skill. The tool presented it as an exclusive skill that
he wasn't allowed to take. I checked in the source, and p. 128 of
R&R says that it's exclusive to all spellcasters, and cross-class for
Paladins and Rangers. I looked at the data set, and it says that it's
exclusive, but nowhere else in the dataset does it actually GRANT
the skill to spellcasters.

PS, for 2).
As far as I know pcGen is not allowed to include other Scarred
Lands material and/or their 3.5 conversions. All and any such
items were made by for my own needs and are, unfortunately,
unavailable to public.

Regarding specific points:
1) Should be done by day after tomorrow (I'd like to run
compatibility tests first). And, as usual, pcGen skill tab goes
ahywire once you change sorting order.
2) As 1).
3) As 1).
4) Very problematic.
The distinction here is not Arcane vs Divine but full
spellcaster
level progression versus halved spellcaster progression.
Rangers/Paladins cast spells at half their level, and, as per
skill's creator idea, the skill should be available as
cross
class.
SPELLCASTER.FullLevel and SPELLCASTER.HalfLevel
should cover this issue, however it would not account for
classes with more complicated spellcaster level progression
(or feats/class abilities granting/removing spellcaster
levels).
My suggestion would be to roll with a blow and open this
property for manual adjustment. For example by:
- adding functionality of manual skill cost definition in PcGen
skill tab,
- adding functionality of manual skill type modification (class,
cross class, forbidden).

Ok, let's try doing this 2 ways.
1) .MOD the primary classes in SRD
2) adjust skills tag on other Scarred land sources, preferrably
by .MOD, since I'd like to see this as a stand in till we
get a
code change.
3) Implement Ruemere's suggestion on work-around
templates. Those are nasty, but they should work.
4) Get a Code FReq in to expand the CLASSES tag in
skills.lst. SPELLCASTER.<type> sounds like a good one.
Which in this case would be
CLASSES:SPELLCASTER.Arcane|SPELLCASTER.Divine
We're already using SPELLCASTER.Arcane in several
places. While the code monkey is in there, adding a generic
TYPE.<type from the class's TYPE tag> would be nice
for
further loopiness we might come across. I wouldn't want to
start adding TYPE:Spellcaster.Arcane to every spellcasting
class......
Only issue that might come up, and I don't know the rules:
PrC's that grant levels of spellcasting to another class.
Would they qualify? That part would get tricky.

Modding existing classes is bad idea, IMHO. For example, for
Scarred Lands setting (a default setting for Relics &
Rituals)
there is about 80 or 90 different prestige classes with
spellcasting ability.
My personal preference would be to either:
1. Make this a skill available for everyone, leaving the cost
and
availability adjudication to a game master. This approach
favors option-based approach over inflexible and limiting
restriction-based one.
In the description of the skill add line: "Due to
limitation of
functionality, adjudicatation of skill cost should be done by
GM"
2. Create two templates called (1) Ritual Casting (Class) and
(2) Ritual Casting (Cross-class). Both templates add the skill,
one as a class skill, the other as a cross-class. Both
templates are marked as removable (so as allow for
multiclassing between different types of classes).
In the description of the skill add line: "Due to
limitation of
functionality, adjust skill cost by adding one of Ritual Casting
templates to the character."

That was what I was thinking though I was hoping there would be
a better
way like a CLASSES tag for skills that coult take
TYPE.SPELLCASTER
or something. Since we don't your suggestion works for me.

This would be tough to implement other than brute force with
our current method. I suggest .MODing the SRD classes to
add the skill, and include it in all spellcasting PrCs in
the book.
Thoughts?
