This is a platform which is used by many people across the world, and AFAIK nobody reported any issue with it. I suspect that this is rather an issue with your network connection.

Then, my browser follows the redirection and can read the file at the given location.
I suspect that the update machinery of your Rodin installation cannot follow this redirection for some (yet unknown) reason, and then tries to revert back to an uncompress content.xml file. Hence, your error message. Actually, this machinery is not specific to Rodin, but is in the Eclipse platform underlying Rodin.
