It looks like your init file loaded the speedbar library included in
the Emacs 21.3 distribution, before the CEDET environment was setup.

A good way to avoid that problem is to setup CEDET before loading
other libraries, particularly before the customization stuff.

For example my .emacs looks like this (I use a separate file for
customization):

(setq custom-file "~/emacs21-custom.el")

;; Setup CEDET
(load (expand-file-name "~/emacs21/cedet/common/cedet") nil t)

;; Setup load-path for other libraries
(add-to-list 'load-path "..." t)
...

;; ETC.

;; Save/Restore editing sessions.
(require 'session)
(add-hook 'after-init-hook 'session-initialize)

;; Do the customization.
(load-file custom-file)

As you can see I setup CEDET before doing anything else ;)
