Are you using Automake 1.13 or newer? I just learnt that Automake has a
new behaviour for elisp files in subdirectories since that version:
I pushed a fix for that, which copies hexrgb.el into the top directory
if it's needed.

It seems like the new Automake also compiles things in a different
order. I added some `(require ...)' lines to jabber-ping.el, and
compilation works for me now.
Let me know if it works better now.
