I had no problem building intltool with the current versions of MinGW
and MSYS. The 37 tests performed during make check passed. Now as for
cross building I have no idea since I'm using Windows native.
I used intltool-0.40.6, created a directory named bld in the source
directory, then ../configure --prefix=/mingw and executed make, make
check and make install.
I installed with mingw-get gcc, g++, msys, msys-perl, zlib, libz. I'm
using ActiveState's python version 2.7.
