This file is part of kdelibs so, yes, it will be overwritten everytime
kdelibs is updated.
You should always customize those config files on the user side, to
avoid losing your changes. In this case you should put your custom
file in $HOME/.kde/share/apps/katepart/syntax/latex.xml
