I don't know. From the description, it certainly sounds like a bug -- in
particular, the bit about the ruler still showing 5/4 suggests that it isn't
just a misunderstanding or a wrong expectation about how the notation will
reformat after a time signature change. But I haven't managed to reproduce
it in a couple of quick tests.
Can you work out a procedure starting from an empty composition that shows
this problem? Alternatively, send me (off-list) an example Rosegarden file
that exhibits the problem.
