They should, and you should have acces to the anonymous CVS by
following "Anonymous CVS Access" part...

Sometimes, a patch against HEAD, against latest release, or against
"something else" will be quite the same, so it won't change lots of
things.
But most of the time, it is better to provide acces against a RECENT
checkout of HEAD branch, even if we'll have to port it back to some
other branchs.
And, in some specific conditions, it may have no sense to provide a
patch against HEAD, and a patch again a specific branch is needed
(branch specific bug, etc...).
Please also note that, as I mentionned in another mail a few days ago,
we are about to branch 0.7 from HEAD in a few days (well, when one of
us will have time to handle some patches then branch), so only
minor/optionnal/stable patches will be commited on HEAD until 0.7 will
be branched.
