Everything on your config seems okay. Did you set the channel?

You might also try:
iwconfig wlan0 power all
iwconfig wlan0 txpower auto
Your key appears to be 64 bit WEP. Make sure it matches exactly on the other end. And might want to set the security to restricted, instead of open with the key. Or drop the key on both ends until you know it works.
Other than that make sure no 2.4GHz chordless phones are in use when making the attempt. Or try channel 11 which is supposed to play nicer with them.
Also note that it may not be on your end. The other end may not have a route back or drops ping requests.
route add -net wlan0
Might even scan to see if the other end is even up.
iwlist wlan0 scan
