Whopee! I haven't bumped into this one myself, this appears to work for
me, at least when I'm using "normal" tracks. Is it only on parts that
start a bar 1? Are you using any particular midi-port (f.ex. one that
is using any of the idf-files (f.ex. XG-instrument)? It appears to be
problems in 0.7 with adding controllers that are based on the
idf-files. Think it works OK in HEAD though, I'll have a look at it.

Yes, this is precisely what I experienced. A bugfix for this is in CVS
now, for the 0.7.x-branch as of now.

Hmmm, what do you mean by this? Extend the part? You mean make it
longer? Or move it?

The bugfix for part offset is in CVS now, for the REL07-branch. I'm
also working on the Master List-Editor, it has never been possible to
edit the values in it, but it'll soon be fixed.

I think you're absolutely right. I've experienced similar behaviour to
the one you're describing. Sounds like I should dig into this too, it's
been around for too long. OTOH, it might be fixed in the new arranger,
in HEAD.
