The only way I can find is in the URL supplied to the WebMapServer
constructor. So, I tried a URL like:

Which it does quite nicely. The result is the version is set to 1.3.0 from
the negotiation logic, which successfully negotiates. I end up with 1.3.0
instead of the desired 1.1.1.

I believe you can provide a capabilities url to the wms client ... so
