Sorry for the long delay to reply.

I fixed semantic-fw.el (which is the proper place for compatibility
code) to define `subst-char-in-string' if it is not fboundp.

The root cause (an old security system) was the cause and has been removed. In the meantime, I may get a few more recent posts confused as I attempt to reconcile my backlogged email.
