your observation is very correct. I was also having the same problem but =
slightly
differently.
I was using clearcase version control system. Once i tried to edit a file=
which
was already checked in. Emacs said that the file is read-only and methods=
buffer
went blank.
Then I checked out the file and tried to edit. Though the file was now ed=
itable,
still emacs was saying that the file is read-only and methods buffer went=
blank.
I did not face this problem earlier while using other files even though t=
hey were
in clearcase.

I applied the patch to semanticdb.el to my installation of semantic,
and I still have the blank methods buffer problem. Sorry.
I have a hint, though. Perhaps the methods buffer going blank is
related to if the .cpp file (or .h file?) is read-only?
If I edit a file which is not RO, I get a message "Update Tag Table:
". If I edit a RO file, I get a message "Note: file is
write protected " and then the method buffer goes blank. Does this
help?
