Everything gets run at once; it's chance which loads first. You could get
the WM to sleep briefly before starting. It's probably easier to fix
whatever's the problem, though.
I have noticed that recent xfwm4 versions put the ROX-Filer panels two
pixels above the bottom of the screen, thus stopping the auto-raising and
making it difficult to click on things.
Looks like it's seeing the hint the panel sets about not putting windows
right over the panel, and applying it to the panel itself. Don't know if
that's related to your problem, or if it's been fixed now...
(an easy workaround is to set bottom=0 in clientConstraintPos(), which
still prevents resizing from covering the panel)
