For the same reasons as in Manchester GE won't
support GPL. In case the consortium structure
is outdated we should copy the VXL model,

Unless we misunderstand the GPL license, we (Manchester) would be very
unhappy with using the GPL. We might have to pull out of VXL if that were
the case. We statically link against VXL, and have spin-offs that want to
sell code in a proprietary manner. Even ignoring the spin-offs, we sometimes
give demos away, without giving the source code.
If you want to pick a widely known license, then the BSD-license might be
more appropriate.
