There is currently no tool that will do this for you. You need to
load each file into emacs one at a time.
If you have your .emacs set up properly, however, you can cd to the
directory you care about, and enter a command like this:
$ emacs *.c
which will then parse all the files. Make sure semanticdb is
enabled, and when you quit, it will save the cache.
