Try removing inheritance, ensuring that each option from the menu is
associated with your desired group, and log in as that user (and not as
user with tiki_p_admin rights) to see the effects.
Additionally, there is (or was) a setting somewhere about showing all
menus and modules to admin user , as far as I remember. Maybe you can
tweak that setting too to suit your own needs for the admin user, if
that's the case also.
