When this first occurred, I thought it may be the difference in versions

But I upgraded the Old server and re-did the export (backup), with the
I'm guessing this may have to do with the contents of our _skeleton
directory on the new server, but I fail to see why this should be an
issue when it has already been established that it is a new server
(because it doesn't exist); in that particular case, I think it should
simply overwrite whatever has been placed in the server's directory
after site creation.
Also, on a related note, and I've pointed this out before; Webmin does
not properly re-locate the Apache user when restoring backups. On the
old server, we're using a self-compiled Apache 1.3.x, running as
nobody:nobody. When Webmin ads the Apache user to the server's group in
/etc/group, it happily sticks "nobody" there, instead of "www-data"
which is the user/group for Apache on the new server.
