I tried both silence and a tone.
Selected a section, and Plugin did nothing, and replaces the silence or tone
I have tried 3-4 plugins, all act the same?

I've never tried to use VST plugins, but I presume the plugins you
mention generate sounds from scratch. In this case you need to select a
sction of track to generate in (either silence, or other audio to
replace) and then invoke the pligin via the generate menu. What happens
then is largely up to the plugin writer, but audacity expects it to
