What does the end of you error.log (from Apache) look like? You might
want to try wkcgi.exe from:
http://webware.sourceforge.net/MiscDownloads/ForCVS/Windows/
I'm not sure if the #! stuff works right on Windows, but wkcgi.exe
should.
