Well, if the development team as a large majority feels that making another
release would be the correct thing to do, I fail to see why another release
would be "wrong." Particularly when no valid argument has been given
against the release.
I think the ability for many admins to do the downloadable file creation,
ftp to SF.net downloads and file release is important. If anything, having
other admins do releases is something that should be encouraged once and a
while.
Since no one other than Freiza, Chris or Glenn have made releases on SF.net
to my knowledge, I think it would be a good idea for us to test each other's
install files and source/binary archives before the actual release.
I personally feel that we should hold off on StepMania 3.9 Final for a while
because of some known bugs. There is little excuse to make people wait for
RC's since we can have more than one of them.
Glenn's made mistakes in the past, everyone does. StepMania 3.9 final
should not be held up for something as trivial as not wanting to get yelled
at. There's always a "StepMania 3.9 RC3a" if necessary. :)

About what I was thinking. At a minimum, I'd like to get rc3 out the
door before putting SM up for any kind of award. Preferably, I'd like to
get 3.9final out, but man, the way releases go in this project...
(Although I technically can make releases now, so I guess I could do
something about it, but I don't want to fuck something up or get Glenn
mad...)
