This is nothing to do with smartmontools. Smartmontools requires to send
certain commands to the disk, and be given appropriate response from
thre disk. USB converters (to IDE or SATA) do not bother to implement
the required passthrough of data, at a guess because they're made for
price, and the average computer user wouldn't know what disk monitoring
is. Either use a USB converter which is properly designed (are there
any?) or be out of luck. Nothing to do with smartmontools.
IIRC this was discussed at length recently too.
I would suggest to ditch that USB nonsense and use a direct SATA hotplug
mechanism of some sort. With today's disks USB tends to fall onto the
non-performant side (on which it already is with SMART).
