This sounds like you have some sort of character-encoding problem
between your terminal and SBCL. Based on this:

I think asdf-install is trying to tell you that there is no gpg
signature for the cells tarball. Further up, you should have seen a
message telling you where it was downloading Cells from; if it was
from common-lisp.net, as expected, go ahead and select 1 to skip
checking the gpg signature.
Then maybe figure out why your terminal and sbcl don't seem to be getting along.
