This is one of the most fascinating questions I've seen in my whole tenure
here. Your method for trying to solve this problem is a beautiful example
of "outside the box" thinking.
Unfortunately, you've really missed the mark in grasping what Rosegarden does,
and how it does it. There is no way to add some random symbol from the Feta
font to the toolbar, because Rosegarden's purpose isn't merely to print bits
of Feta on the screen. Rather, it uses bits of Feta to represent internal
data structures, which, in turn, represent things like pitches, clefs, etc.
We have no internal data structures to handle microtonal notation, so we have
no visible representations of such in the GUI, and I'm afraid you can't
simply add them by editing your toolbars.
The future is always an open question around here, especially depending on
what whim a contributor wants to follow (eg. we're in the process of
acquiring guitar tablature support, thanks to a user turned developer who has
stepped up to embark upon that quest), but we have no way at this time to
meet your needs.
Not in the main Rosegarden tree anyway. The Glasgow Pitch Tracker people
were/are all about this crazy microtonal stuff in their branch/fork. I'm not
sure if they ever developed the capability to notate such things or not. It
might be worth checking out.
