This flag is indicates that the processor has the 64-bit technology. It
doesn't inidicate the processor is currently in 64-bit mode. It is very
much like the ht feature flag. I haven't seen an update version of
AP-485 and looking over the current set of patches in the kernel don't
really provide great details on identifying the processor.
The 30083401.pdf page 144 mentions the capability flag for "64-biut
extensions technology available" for 80000001H, "Extended Processor
Signature and Extended Feature Bits." It is an official bit.
