2. Set the "standards and formats" option to Finnish.
3. Start to install HBT -> See the attached image.

Unless you're also changing the language for non-Unicode
programs, the Regional Options control panel shouldn't
matter as NSIS itself doesn't use any of that information.
The script however, can do whatever it wants with that. Your
script seems heavily customized as it doesn't display the
usual strings or user-interface. So, in order to find out
what's wrong, I'll need the script itself or another minimal
script that allows me to reproduce this.
