That is all rather strange. That war file shouldn't work at all if it
is called neurogrid.
I think it depends on the initial state of your tomcat. Did you already
have an earlier neurogrid system setup in tomcat? I was under the
impression that previously you had downloaded the NeuroGrid windows
installer which would have given you a built in tomcat with the old
version of neurogrid.
Ideally this new war will be dropped into the webapps directory of a
tomcat that has not had any neurogrid application in it. I was sort of
assuming that you had installed a separate (more recent 4.*) version of
