Fixed routine ChangeOptionDays, which failed in some older browsers, breaking the JavaScript interpretor in the process.
First attempt to select value fields in a DOM compliant way.
If the DOM method isn't defined, try it the old MRBS way.
Finally, if the old MRBS way isn't defined either, try a 3rd method that works on some old browsers.

* functions.inc updated to output content type along with charset.
 This fixes the situation where a browser is setup to send a default
 charset in its HTTP headers. Before MRBS pages would be served in
 that default charset instead of the correct charset, as the charset
 in the <META> tags is ignored by browsers if a charset is specified
 in the HTTP headers (this is correct behaviour by the browsers).
