It means that there is a problem in fonts.conf. You find the file in
the UserData or CommonData root in fontconfig/config.
Line 26 contains the path to the UserConfig root. Last time I saw
the message it was due to a non-ascii-char in the user name. It is
probably possible to escape/correct the char somehow but I don't
know how as I never use non-ascci chars in user names, file names
and folder names.
fontconfig is needed by xetex. If you don't use xetex you don't need
to care.
