MiKTeX

R is great! 
You can create all kind of graphs with it (examples:
http://www.stat.auckland.ac.nz/~paul/RGraphics/rgraphics.html) and export
easily to .bmp, .jpg or .png files. Also postscript, yes.
Installation is simple and a lot of free "starter" documentation available at
http://www.r-project.org/
I highly recommend it!

I've got good experiences with R. It's big and has also tons of other
(statistical) procedures if you might need it. Output in PS is possible.

Hi!

Apart from PsTricks you could also consider tikz/pgf which is easier to 
get in.
