This is the wrong place for the majority of the files. (Also better use
lowercases: fonts/type1. It shouldn't matter on windows, but it is the
pfb in fonts/type1/...
tfm should go in fonts/tfm/...
vf in fonts/vf/...
fd + sty in tex/latex/....
enc in fonts/enc/...
for the cfg, pdf, txt I don't know. It depends on the content.

The second should not be necessary.

I never saw this error. But as far as I understand you only did three
things that could be the cause of the problem:
1. Changed the local updmap.cfg
2. added a map
3. moved (font) files in mylocaltexmf
So I would say that you should at first remove mylocaltexmf from the
list of roots and rename the local updmap.cfg and then call updmap
--verbose (=3Dinitexmf --verbose --mkmaps) again to check if the
problem is really related to the minionpro installation.
