2.4 The TEXMF Directory Hierarchy
MiKTEX Setup Wizard creates a TDS6-compliant hierarchy in two root
directories:
. The installation directory (usually C:\texmf\) contains the files of the
MiKTEX distribution. The
contents of the installation directory must be regarded read-only, i.e. no
files should be
added, removed or changed by the user.
. The local TEXMF directory (usually C:\localtexmf\) receives files, that
are created at run-time.
You can incorporate additional TEXMF directories, if the need arises. For
example, you could create a
TDS-compliant directory hierarchy rooted at C:\MyTeXMF\. This directory
could serve as a repository for
your own TEX related files. See Section 3.3, for more information.
In other words, put the stuff under C:\localtexmf\ or incorporate the users
existing directories as shown in Section 3.3 et seq. (this has screen shots
that I can't insert here).

6.3. Which is the best directory to keep .sty files where MiKTeX can find
them?
MiKTeX Package Manager takes care of the proper installation of LaTeX
packages.
If (for some reason) you have to install a package by hand, then you should
copy the input files into the directory tex\latex\package relative to the
local TEXMF directory (usually C:\localtexmf\). Remember to refresh the file
name database, so that MiKTeX finds the files.
Of course, but this gets said pretty regularly in anwers, a little more
information on exactly what "so far apparently hasn't worked" and, say, an
error message would make answering so much easier.
Oh, by the way, try googling: where do i put latex style files under miktex,
you can even hit I'm feeling lucky!
