Yes, but did you update the symbolic links. (elatex is a symbolic link to
etex.) Run "initexmf --mklinks --verbose" and you should be fine.

Yes, but initex doesn't make the symbolic links. However, if you
create/build the format from MiKTeX Options the symlink is (supposed
to be) made automatically.
