I am, but a complete update is not at all necessary. MiKTeX
Project page lists all updates, so you can check what you
need to update before downloading particular packages.
mt22png.dll belongs to the package miktex-graphics-bin; in
my installation it has been updated Dec. 8, 2002. But, as I
wrote, the setup programme was updated a few days ago.

My sympathy. I didn't bear the slowness and costs of a
phone modem connection, and changed into an ADSL connection.
Now the grandchildren compete who's turn it is to come to
the grandparents with a fast Internet connection ...
