I discovered that this was because of which user was running the
command. Using ~/.lircrc, and starting irexec as my user, works fine.
I experimented briefly with using su -c to run the banshee commands as
my user, but this didn't work (banshee didn't know to send the
commands to the already running instance.) Does anybody have any
working patterns for this kind of use case?
