Actually, I need your help on a project, the project is about
congestion control in a speech codec, hoping that if I can made change
to a mp3 encoder, we will be able to apply same change to the speech
It is about varying the bit rate whenever is there is congestion.
Assumming, the encoder is encoding at 8kbs. I would like the bit rate
to change to say 4kbs during congestion and when the congestion is
over, it return back to 8kbs, that is how the variable bit rate should
work in my own case, this is to allow continuous flow of voice packet
at the expense of quality, at lest to stabilize the network and have
minimum jitter and packet loss. How can I achieve such by using the
lame encoder, where do you thing I can make such changes.
I mean in the lame encoder, one would like to have lame encoder
encoding at say cbr of say 128kbs and then at a particular time, encode
at say 112kbs and later return to 128kbs. I hope you understand what I
