Have you considered any of the following?
1) statically linking ICU.
2) Putting the ICU libraries in the same directory as your other libraries =
3) Defining LDFLAGS=3D"-Wl,-rpath,'$$ORIGIN'" before configuring and=20
building ICU. I believe this will make the loader look in the directory=20
where the library is located.
4) Configuring and building ICU with --enable-rpath.
This is all untested, but it's worth looking into these options.

We have a setuid program that calls ICU APIs on Linux. We are working to=20
run multiple versions of this program in one machine - each version of the =
program depends on a different ICU release. We understand that setuid=20
program does not honor LD=5FLIBRARY=5FPATH.=20
Do you have any suggestion on how to accomplish this?=20
