This confuses me a little bit, because there was no such option in Colonization. It is in FreeCol. But since it already is here, it could maka a nice option with FC2 in mind, if only the AI learned some reason.
Buying and selling colonies was not uncommon during Colonization era, the colonial powers treated their settlements on other continents like acquisitions of a forign land rather then part of their own beloved country and so the colonies were a commercial value.
What bothers me in current version of FreeCol is that like in Firaxis games, the AI is stubborn beyond reason, it won't sell a poor little town on the other side of the map for 25000!
I think the values of colonies should be made realistic, the main colonies of strategic importance should of course not be for sale, but other, less important ones should be buyable for a good price. It would be hand in situation, when somebody else has build a small colony in the middle of the land you want to control, you want to get rid of foreign presence, and for them it's hard to organize transport and defence for this settlement; so it should be possible to agree on buying such setlement from the AI.
