I suspect those files are actually part of gnome-desktop. You can
check to be sure with this command in a Terminal window:
dpkg -S /sw/share/omf/gnome-desktop/fdl-C.omf
Could you tell us what version of that package is installed, and also
what version of the scrollkeeper package?
On the other hand, I think those are just warnings not errors, so you
can ignore them. I think scrollkeeper is the help facility for gnome
stuff, so at worst, some help will be broken.

Yup, reinstalling just installs the same apparently-broken file again.

Unfortunately, the binary distribution has not been updated in a
while, so these types of bugs may have long-since been fixed (fink
itself is up to 0.27ish, and the unstable distro has a much newer
gnome-desktop than in the bindist as well).
