I don't think Virtual PC supports more than 2 GB of RAM either.
Douglas, if you need a free emulator then QEMU is the best option out there
right now. Also, when you say you need to get this software working "on
something other than a PC", do you mean you need it to work on any OS other
than Windows? Some more information on exactly what problem you are trying to
solve, and the constraints you are working under, would be helpful.
