It should be right near the bottom of the page --- but you
may have to be logged in to use it. As an alternative, you
can mail the .zip directly to me via sourceforge's contact

The malfunction is most probably not in the package as such
--- it's in some minor detail of how you used it. The most
likely cause of this is some mix-up of Unix vs. DOS style
linebreaks. Your CVS client or archive tool, Cygwin mount
options, and _all_ other tools you use must agree on one
style of linebreaks to make this work reliably.
I can only suggest you post your config.log and
config.status file here, but zipped up, so there can't be
any problem with the line endings. I'll compare them to my
(working) versions.

I'm not an expert in Cygwin. How can I narrow down which
Cygwin component or package is "malfunctioning"? Is there a
particular download site that's "more" reliable?

None at all. If you were missing something, "configure"
would have told you. The problem is not missing packages,
it's a malfunction somewhere in the ones you do have.

How can you possibly be so sure of that, given the fact that
things don't work?
Fact is, I just re-tried the 15.5 tarball with current
Cygwin tools, and couldn't reproduce the problem. But you
should really use the CVS version --- there have been
incompatible changes to Cygwin since cscope-15.5.

I just accepted the default for cygwin install. Do you have
any hints as to what installation package of cygwin, I'm
missing? There is nothing wrong with what I did with the
unpacking.

Doesn't happen with current CVS source on current Cygwin
installation, nor do I remember ever having seen this with
the release 15.5 sources. That indicates that, whatever the
problem is, it's not in the tarball, but either in what you
did with it (e.g. unpacking options), or in the
configuration of your Cygwin tools.
