I cannot replicate the problem of having the dialog pop up, though I
don't have Emacs 23 either.
If you do this:
M-x find-library RET ede-simple.el RET
then look at the very end, it should have a method called
`ede-commit-project' which has the question in it. If this is true,
then it should not be asking during the speedbar menu call since this
will only get called if you explicitly ask to create a project and
save it.
I'm guessing something is out of sync when you moved from pre4 to CVS.
