Please see:

Once you have adjusted the slider, you must use the Play-at-Speed
button to left of the slider to play at that adjusted speed.  The green 
Play button in Transport Toolbar always plays at normal speed.   

Also you cannot currently change speed while playing, even if you 
used the Play-at-Speed button to start playback.

It would clutter the undo history too much to make changes in cursor 
points and selection regions undoable. 

If you click in the Track Control Panel, this intentionally selects all the 
track. 

You could have SHIFT-clicked to toggle the track selectedness while 
preserving the cursor or region. 

Using the keyboard in the case you give, you would use ENTER then 
down arrow then ENTER again to move selectedness from one track 
to another without changing the current cursor point or region. Using
SHIFT + ENTER then lets you extend the selectedness into multiple 
tracks. 

Suppose you had the cursor in the uppermost selected track, and two
unselected tracks below. You actually want to select in the two 
currently unselected tracks, without changing the cursor position.

1 ENTER to deselect the uppermost track. 
2 Down arrow to move focus to the second track, which now has
   the yellow focus border but which is still deselected.
3 ENTER to select the second track.
4 Down arrow to extend the selectedness of the second track into 
   the third track (and move the focus to the third track). 

You can use also use Edit > Region Save to save a cursor point or 
region, and Edit > Region Restore to recall it.

You forgot the golden rule given at the bottom of every message sent

There was a bug in Beta versions before 1.3.10 with playing/rendering/
exporting multiple tracks that sounds something like your issue, but it 
affected all kinds of playback, not just the Play-at-Speed feature. Please
make sure you are using the current 1.3.14 Beta:
http://audacity.sourceforge.net/download/ .

Otherwise, how many tracks are you trying to play? What x value are you 
playing at? You can click on the Play-at-Speed slider and look at the tooltip
to find out. Does the problem only occur at extreme settings?

relatively simple to make a Nyquist plug-in to do it.

You can also use the envelope
tool<http://audacity.sourceforge.net/onlinehelp-1.2/envelope.htm>to
manually adjust the waveform amplitude (volume)

Yes. You can change the bit rate of the whole project at the bottom left
hand corner of the screen under Project Rate (Hz). You may, however, be more
interested in the export bit rate, which I believe is set under Options when
you go to export your file.

Assuming the file has the correct extension in the first place (which it may
not), the better way to force FFmpeg to open a file is to use Project > 
Import > Audio and choose "FFmpeg-compatible files" in the dropdown for 
"Files of type". 

If you want to check the type of audio the file contains, as Dave suggested,
you can try MediaInfo:
http://mediainfo.sourceforge.net/en . 

Are you seeing any waveform at all when you import that file? "Unhandled 
exception" usually occurs where you are running an effect on a very long 
file that has already been imported. How long is the file supposed to be?

You may also see this error if you are out of memory. This could happen if 
you have enabled "Audio Cache" in the Directories Preferences and have
not closed the project in a long time. This would mean all the edits you 
have been making will still be stored in memory. 

If you are still stuck, you could upload the MP3 to a free file transfer 
service such as: 

http://www.yousendit.com
http://www.megaupload.com
http://www.sendspace.com
 
and give the web address of the file so someone could look at it.
