To associate to an AP, the client must support the AP's basic rate.
The AP sends out broadcasts using the basic rate.
This basic rate maybe the same as the AP's maximum supported rate, i.e.
you can have the AP set for a maximum rate of 11mbit/sec, and a basic
rate of 11mbit/sec.

All radios involved can use both RTS/CTS if they are configured to do so.
